Abstract

We propose a Group Deciding Support System which could be used in environment planning by the elect, civil society and experts. This software, a groupware, drives rational decisions according to governance principles. More pluralistic than hierarchic, it guarantees the readability in the choice made by all between creative solutions. Moreover, users are really assisted and need no ability in Computer Science.
